Rights approach in the implementation of the Integral Health Care Model, Cumbal, Nariño, Colombia

This study addresses the basis for the inclusion of the right approach in the implementation of the Model of Comprehensive Health Care, by health sector officials. This model, defined by the Ministry of Health and Social Protection from the Ten-Year Plan of Public Health 2012-2021, ensures the effective enjoyment of health from autonomy, dignity and freedom, which in the case of municipalities with indigenous population, involves interculturality. The study was carried out in the municipality of Cumbal, which has the peculiarity of having an indigenous population, who must be guaranteed respect for their uses and customs.
The investigation allowed us to know how the Ministry’s guideline regarding the approach to rights and social determinants in health is experienced by the health teams that guarantee rights, and applied under the ethnoculturality of indigenous peoples. For its development, the team in charge found in the provision of the health care model and its particular advances against ethnocultural models, the opportunity for analysis for its improvement and empowerment, in search of individual, family and community health care. This comprehensive and coherent question was asked to the professionals and technicians in charge of the entities that guarantee the right to health, according to the General System of Social Security in Health.
